New Era Blueprint for Management of Crime in America

Our nation must begin to revisit our approach towards defining crime. This new vision on the nature of crime and all of its ramifications must include a new template  on  how to manage and administrate the delivery of crime services from themes of protect and serve to protocols for a new model on policing from staffing to incentives to prevent crime as well as policies that enhance  'due process' concerns  when the police policies are not in synch with the community .

The staff of Plane Ideas has created the following themes which should be a foundation of The New Era of Policing in America



1. Staffing Police Departments with former incarnated  inmates  as police officers. Inserting a social and mental health case worker in police cars on all police calls and patrols.

2. Offering financial incentives for residents to maintain safe venues. Paying a stipend to certain ex-felons to not engage in crime. Providing reduced tax rates and tax deductions for crime free venues.

3. Creating a user friendly 'informant' protocols which assist the police in prevention, safety and security objectives. Creation of  Neighborhood  Public Safe Harbors staffed with conflict resolution professionals.

4. Providing the community with  smart phone apps, links, websites on crime data, research and resources.

5.Advocating for early release of non violent criminals and cleansing of  all criminal records of non-violent juveniles under the jurisdiction of municipal courts
 

6. Constructing interactive police misconduct commissions with community and police participation with the authority to assign  independent counsel/lawyers/retired judges not affiliated with the government to conduct/investigate/prosecute / administrate tribunals/hearings on the deaths of unarmed citizens by police officers in their exercise of lethal force while 'under the color of the law'.Prohibit local prosecutors from prosecution of cases where the police in their jurisdiction are indicted for gun deaths . Remove and Reassign local judges and grand juries from involvement in police killings of citizens in their jurisdictions.


7.Support for Ban the Box Movement

8.Creation of Arrest Free Zones for Designated Social Behavior-


9.Urban Gun and Weapon Disarmament with Gun Buyback programs and tax deductions for those surrendering guns to the police.

10. Crime  and Justice related curriculum in Middle School and High School including on site visits to jails, prisons and morgues

11. Uniform Collective Bargaining Agreements which incorporate incentives that reward the police for reporting 'bad cops' to data collection of complaints, lawsuits, indemnity provisions against police officers, managers, union officials for any settlement and awards against the city or conduct which creates civil liability and damages against their employers .

12. Police Disarmament in selected venues where the police are not permitted to carry their firearms
13. On Demand Safe Harbors:Police Stations and Designated venues where citizens at risk or need to interact with the police can ‘meet and greet’ and goto in situations of emergency and danger are present. The police can assist in citizens with filing police reports, information, literature, recruitment all under the auspices of a designated police venue.

Nothing about THE COMMUNITY taking the lead in developing the conditions through which their perpetual goals can be defined.

WHO SHOULD PAY THIS MONEY OTHER THAN THE CITIZENS WHO WILL DIRECTLY BENEFIT FROM THE CRIME FREE ENVIRONMENT?

If the criminals collected the money directly - how is this any different than a "Protection Racket"?
In other words - Why does the GOVERNMENT collecting this money and paying it to the criminals so they don't steal - make it not a 'Pay For Protection' racket?

All of these ideas are authored by the community ....Government will fund these of course with the communities tax revenues... Unlike Protection Rackets and the like this construct is not driven by criminals nor is it a scheme to extort the community.

Incentives to influence behavior is quote legal and effective...People go to work to get paid 24/7 in America..

Finally a crime free environment benefits all of America in numerous ways from safety to costs savings in our criminal justice system....You do know this right?

HOW ABOUT REINSTATING THE POWER OF THE CITIZEN OVERSIGHT VIA THE EXISTING REVIEW BOARD - AS OF NOW THERE ARE CURRENTLY NO CHECKS AND BALANCES FOR THE DETROIT POLICE DEPARTMENT, OR PERHAPS FUND CITIZEN PATROLS BY SECTOR ... THE MONEY THAT IS PROPOSED TO BE UTILIZED FOR STIPENDS MIGHT BE BETTER SERVED TO HIRE AND TRAIN MORE OFFICERS, COMPLETION OF A JAIL TO HOUSE THOSE WOULD WOULD OFFEND, AND ULTIMATELY PROSECUTE AND MONITOR ANY OF THEM AFFORDED PROBATION - AND ALSO PROVIDE MORE RESOURCES DEDICATED TO MAPPING CRIME IN THE CITY IN ORDER TO EFFECTIVELY MANAGE POLICE PERSONNEL AND RESOURCES ...THAT STATED ... A GED ... Incentives for behavior is not new in fact it is a common feature in workplace Ameruca for centuries ... You do know that right ?... There is also the collateral spin off of saving money by not inserting people into the criminal justice system .. Arrest free zones have been a fixture in affluent venues across America.. Please conduct a goggle search on arrest rates by race and income for affluent zip codes ..

I love the inclusion of mental health workers in police cars (apart from the mental health system having its own set of ways in which it can and has been used as an object of oppression).

Another important item for your list is to repeal all drug seizure laws, as they sharply motivate police to focus on drug crimes, rather than community safety. (I realise your list is not necessarily close-ended.)

I don't know if this is financially feasible, but from my observation of police in my neighborhood, police often act as defacto mental health workers/social workers. The dismantling of state-funded psychiatric hospitals means that those who would have been residing in psych hospitals in a previous era are now on the street. And the police deal with them rather often.

That being said, many of the calls for police in my neighborhood, where I have observed that police act as defacto mental health workers/social workers, are done at the behest of people who function well enough to hold jobs, but who attempt to use the police to enforce personal grudges against oehts. Fortunately, the police seldom fall for this. My point is that even when dealing with people who would not have been psych patients in any era, police often act as defacto mental health workers/social workers.

I don't know about police in other places, but police in my neighborhood do a pretty good job in their implicit function as mental health workers/social workers.

I am an advocate of police doing police work and not additional tasks outside of their skill set and training tools. The majority of policing is situations after a crime has taken place or in some safety and surveillance calls. We need the police to intervene on what they do best protect and serve not social work tasks .

What is the profile of these "certain ex-felons?" Also, while playing devil's advocate, I suspect that most will view paying someone to not engage in crime after being released as throwing good money after bad...Unless, this is some form of lifetime "community service" for which they are getting modest "stipend?"

Presently we are paying billions in taxes to incarcerate people who return to the community... I rather pay lesser amounts to prevent crimes and the costs of prisons etc etc

Ex-Felons includes those with violent and non violent profiles

We need to have crime free lifetimes for all
